Open Source Movement – In the past decade, a global Open Source movement has emerged in the computer software industry, which has attracted the attention of governments worldwide. This movement has the potential to significantly reduce the cost of software usage and enhance industrial competitiveness. In recent years, Taiwan has also witnessed the continuous rise of the Free Software industry and various discussion communities.

The concept of Free Software was proposed by Richard Stallman of the Massachusetts Institute of Technology (MIT) in the United States. He believes that Free Software is a common asset of all humanity and should be freely shared. However, many people mistakenly interpret it as “free software” in terms of cost. In reality, the term “Free” in Free Software refers to its openness and the freedom of its distribution, rather than being “free” in terms of cost.
