Purpose of Regulations

To fully utilize the functions of the campus network (hereinafter referred to as “the network”), promote respect for the rule of law, and provide users with guidelines to facilitate education and learning, these regulations are hereby established.

Network Regulations and Committees

Each school should refer to these regulations to establish network usage regulations and, as needed, set up committees or designate personnel to handle the following matters:

Assisting schools in addressing legal issues related to the network.
Taking appropriate measures to maintain network security.
Promoting relevant regulations for network use and guiding users to use information resources correctly, respect network-related laws and etiquette.
Other matters related to the network.
Respect for Intellectual Property Rights

Users of the network should respect intellectual property rights.
Schools should educate network users to avoid the following behaviors that may involve infringement of intellectual property rights:

Using unauthorized computer programs.
Illegally downloading or copying copyrighted works.
Uploading protected works to public websites without the consent of the copyright owner.
Reprinting articles from BBS or other online forums when the author explicitly prohibits it.
Hosting websites for illegal downloading of protected works by the public.
Other behaviors that may involve infringement of intellectual property rights.

Prohibition of Network System Abuse

Users are prohibited from the following behaviors:

Spreading computer viruses or other programs that disrupt or damage system functions.
Unauthorized interception of network transmission messages.
Using cracking, theft, or impersonation of others’ accounts and passwords to use network resources without authorization, or disclosing others’ accounts and passwords without cause.
Lending accounts to others without cause.
Hiding accounts or using false accounts. However, users authorized to use anonymously are exempt from this restriction.
Spying on others’ emails or files.
Abusing network resources in any way, including mass sending of advertising emails, chain letters, or useless information via email, or using methods such as flooding mailboxes or plundering resources to disrupt system operations.
Spreading fraudulent, defamatory, insulting, obscene, harassing, illegal software trading, or other illegal messages via email, online chat, electronic bulletin boards (BBS), or similar functions.
Engaging in non-teaching and research-related activities or illegal activities using the school’s network resources.

Network Management

To implement the content of these regulations, schools should manage network-related matters as follows:

Assist network users in establishing self-discipline mechanisms.
Network traffic should be appropriately segmented and controlled.
For users who violate these regulations or affect the normal operation of the network, their right to use may be suspended.
BBS and other websites should appoint personnel to manage and maintain them. The responsible person may delete their posts or suspend their use for violations of website rules. In cases of serious violations of regulations or school rules or laws, the matter should be referred to the school for handling.
Other matters related to campus network management.
If users discover any security flaws in the system, they should promptly report them to the network management unit.

Protection of Network Privacy

Schools should respect network privacy and must not arbitrarily view users’ personal data or engage in other acts that violate privacy rights. However, this does not apply under the following circumstances:
To maintain or inspect system security.
When there are reasonable grounds to suspect violations of school rules, to obtain evidence or investigate improper behavior.
To cooperate with judicial investigations.
Other acts in accordance with laws and regulations.

Consequences of Violations

Users who violate these regulations will be subject to the following penalties:

Suspension of network resource usage.
Subject to disciplinary actions according to school rules.
Network administrators who violate these regulations shall be subject to more severe penalties.
In cases where violations are committed under the preceding two items, if the person commits other illegal acts, they shall also be held legally liable under civil law, criminal law, copyright law, or other relevant laws and regulations.

Principles and Procedures for Handling

Each school’s campus network usage regulations should be clearly specified in the school rules.
The school rules and network management unit’s regulatory measures against violators of these regulations or for preventing violations by individuals or non-specific parties should adhere to the principles of necessity, proportionality, and legal reservation.
Penalties against violators of these regulations by schools should follow proper legal procedures and provide appeal and relief mechanisms.
When processing related network complaints or relief procedures, schools should consult with the campus network committee or designated personnel for opinions.
